Background
The Dubai Maritime Authority, part of the Ports, Customs and Free Zone Corporation, and the Ras Al Khaimah Transport Authority have signed a Memorandum of Cooperation to strengthen coordination and build operational systems for regulating maritime traffic and services between the two emirates, including the movement of visiting foreign yachts and leisure boats.
Sheikh Dr Saeed bin Ahmed bin Khalifa Al Maktoum, CEO of the Dubai Maritime Authority, signed the agreement on behalf of his organization, while Eng. Esmaeel Hasan Al Blooshi, Director General of the Ras Al Khaimah Transport Authority, signed on behalf of his. Dr Rashed Rashed Al Mahrazi, Director General of Ras Al Khaimah Customs Department, attended alongside officials from both sides.
The memorandum supports the strategic direction of the Dubai and Ras Al Khaimah governments to strengthen institutional integration, reinforce cooperation frameworks and adopt international best practices for regulating foreign yacht movement.
Under the agreement, both parties will build a unified procedural guide covering the movement of visiting foreign yachts and leisure boats between the emirates. The guide will define roles for competent authorities, maritime agents, vessel owners and operators, crew members and marina owners, improving procedural efficiency and standardization.
Sheikh Dr Saeed bin Ahmed bin Khalifa Al Maktoum called the memorandum an important step toward strengthening integration among UAE maritime entities and building a more efficient system for yacht movement. He said the cooperation supports Dubai’s position as a global marine tourism destination.
Al Blooshi said the agreement reflects both sides’ commitment to joint government action and supports the UAE’s growing maritime tourism sector.
The memorandum also establishes a joint working team to oversee implementation and maintain ongoing coordination between both authorities, reinforcing the UAE’s position as a leading global hub for maritime services and marine tourism.
